I updated to 0.3.2 1 hour ago.
If you try to install the latest version, you should be able to parse your csv data with cli tool without any parameters since the default quote is double quote (").

It seems you are using windows with the tool.
I have updated the script to support windows eol.
Update to latest version (0.3.3) and it should be fixed.
