Can you give the exact scenario? Because a disabled flow cannot be started from the UI nor the API nor a Schedule trigger.

If the flow is disabled while there is an execution, it's normal as disabling a flow will not kill existing executions.
Keep in mind that an execution is based on a flow revision, if you update a flow, existing executions will not be impacted

I wonder if it cannot be because the trigger is still existing with an old flow revision as described here: #3970
