An alternative (identified by @niemela) is that version 5.6 and above of HTML tidy seem to fix the problem.

According to this discussion https://bugs.launchpad.net/ubuntu/+source/tidy-html5/+bug/1660537 (see comment 10), tidy 5.6 is slated for Ubuntu 19.04, which I assume will come out in April 2019. Can we just wait and require that?

This seems to be fixed. The version of tidy in Ubuntu 20.04 (which is what is used in the problemtools Dockerfile) is tidy 5.6.
