每年都会有地区变动。SQL中的ID 肯定是没法直接用。

请问是否知道 变动后 统计局会复用已经撤销的areacode吗

应该是不会，比如我老家以前是县，后来改成县级市，代码就变了，县、市、区都有固定的区域，比如老家这边，以前县是27（第5，6位），后来改成县级市，在变动后办理的身份证号都是81（已经有身份证号的就不会变，因此我和父母的身份证5，6位就会不一样）
举个例子：
福州市长乐区，历史情况：
长乐县，区划代码350126
长乐市，区划代码350182
长乐区，区划代码350112
