To reproduce the issue:
Create a http://requestb.in/
configurable-http-proxy --default-target http://requestb.in
use httpie and replace your bin id
http -f POST http://localhost:8000/<bin-id>?inspect Host:requestb.in test=asd
Expected: post body arriving at request bin
What happens: No POST body arriving

After a restart and updating libraries I am now receiving the post body... Very strange.

Yup, POSTs are proxied. JupyterHub relies on proxying all of POST/GET/PATCH/DELETE/OPTIONS, so they seem to work. I'm not sure what could have prevented it from working.
