Package restructuring about geoip.jl HOT 1 OPEN

Current roadmap:

• 1. Remove update! utilities and everything related to automated updates of maxmind databases.
• 2. Add corresponding information to README.md (#48 ) -> 0.5.0
• 3. Add localization support (#54)

The next version is 0.6 which should include number of breaking changes. The main idea is to make code type-stable and remove Dict(String, Any) construction, which takes ~95% of the time.

• 1. Remove support for gz files, since it makes no sense. (#56)
• 2. Update Location to Geodesy.jl ( #43 )
• 3. Update Locale to a fixed type instead of CSV.Row
• 4. Update lookup result to a fixed type
• 5. Add IPv6 support ( #21 )

Version 0.7 should target improvement of initial load

• 1. Improve speed of load function
• 2. Store DB in a binary form in order to provide a "lazy" load.

Version 0.8 may include support for MaxMind database binary support and conversion utilities. This one is questionable since MaxMind binary file is much slower than native Julia structures. In this case, it can be added as one of the features post 1.0

• 1. Add MaxMind binary database support. ( #26 )
• 2. Add conversion from CSV to Maxmind db and back.
