See the previous issue you raised ( #18) for information on what I believe it happening; this appears to be a networking issue, and unrelated to the Python library.
You did not provide enough information last time or this time to confirm whether or not you are connecting to StreamLabs Desktop over a network.
If so, is the network congested? Are either machine overloaded?
I recommend reading some guides about writing effective bug-reports to help us pinpoint the cause of problems much more easily.
