Basically, this could be some kind of developer mode where some pages (mostly notes and workspaces) are only visible in local development and not for the published website and PDF.

Still, need to think of a nice abstraction here. Maybe, a user wants to have multiple subsets of the full project: one for the user, one for the client, one for the manager and one for publication.
