I have attached a patch that adds two Portable Library projects.

It also changes the Silverlight projects to SL3, as SL2 projects won't load in 
VS 2010.

Thanks - I'll have a look when I get time. I think it's probably reasonable to 
abandon SL2 now.

Did you fix up any build scripts that need changing too? I confess I don't 
fully understand the build any more, but it would be nice if it still worked - 
and created the portable version as a distributable binary, of course.

No, I just opened the solution and tried to build from there. I did have a look 
but I could not figure out in the short time I had how Portable Libraries (with 
their Profile values) would fit into the picture.

Btw, the portable libraries are currently configured to support .NET 4.0, SL4+, 
.NET for Metro and Phone 7.5. So, really all one would need for Silverlight is 
to support SL3. To build you need to install VS 2010 extension "Portable 
Library Tools 2 Beta" or use VS 2012.

I attached a new patch, fixing missing Build symbols for Debug and adding the 
"Lite" projects. I am not sure how the Test projects would need to be modified.

Completed build changes that include the introduction of solutions and projects 
specific to each of the requested build targets.  Protocol Buffers can now 
build in the following environments:

.NET Framework 2, 3, and 4
Silverlight 2, 3, and 4
Compact Framework 2 and 3.5
Portable Class Library 1 (all configurations)
