I'm inclined to just leave $.proxy as-is. There is no spec other than our own docs for what it needs to do. The ability to partially apply was added in 1.9, so there's that. In any case the place to start for a change to the code would be bugs.jquery.com, the docs describe the current behavior AFAICT.
