I don't see any reason why one would need this. Web servers never stop running :-)

Yes, it is expected to run until we stop it. However, when Python code changes, there should be a nice way to restart the web server in a graceful manner to ensure that new requests can see changes and previous requests can not be interrupted prematurely. imp.reload() can be hard and there are some side effects with global variables. So to stop server processes when the accepted connections are handled completely is expected way to go. Apache httpd has it. So does nginx

You could use a WSGI middleware for application reloading. Take https://gist.github.com/731810 as example how that could be done.

Regarding gracefully shutting down forks: Just get your hands dirty and send me a pull request if it's easy to implement :-)
