Yes, if jquery.ui.all is not found, then perhaps the gem is not loaded properly somehow. Random guess: Perhaps moving it out of the :assets group might help?

//= require jquery-ui picks up the file supplied by the jquery-rails gem, which is completely different.

I moved gem jquery-ui-rails out of the :assets group and the files were found and served.

I performed these same steps, and I still cannot get jquery.ui* recognized. Does the gem jquery-rails conflict with gem jquery-ui-rails?

No, the two gems are compatible.
Are you using rails 4?

Nope. Planning on moving to it eventually. I think it might be a matter of rubymine not behaving as expected. It wants to keep using jquey-ui instead of jquery.ui. I'm trying to use the datepicker and can't get it to work but that is another issue.
