This commit fixes the termination conditions for Reaching and PickAndPlace.

It is now clear to me that the best way to terminate an episode is to verify that the agent has solved the task for for some number of time steps. For example, the sliding task should considered solved if the puck is at the target location for say, 3 time steps.
I'll implement these changes when I have time.
