Pretty sure it isn't I am not a maintainer but I've been using it for a bit now and definitely my fonts are not italic. I am using it pretty much out of the box without much styling of my own, and definitely haven't overridden the base font, so this may be related to something else on your end, either default browser setting or you are bringing in your own font somewhere else in your styling stack.
By the way, good idea to also report which version of Bulma you are using as 1.0 has brought a few changes which align it more to computer/browser settings such as dark theme. Also if you are using another theme that may be the cause.,
