Currently there are some issues with notarization of tar.gz (see JBR-3999, JBR-4087). As soon as they become fixed, tar.gz will be distributed as well
from jetbrainsruntime.

Still I think you should keeop this open, imho they should distribute it as tar.gz

You can extract the JBR with this command
$ rm -rf tmp-jbr
$ pkgutil --expand-full jbrsdk_jcef-17_0_2-osx-x64-b315.1.pkg tmp-jbr
$ mv tmp-jbr/Payload jbrsdk17
$ rm -rf tmp-jbr
from jetbrainsruntime.
