This isn't to do with the configuration as code plugin,
It's the authorize project plugin:

A similar message is reported in JENKINS-71142 where Alan Sparks said that his only consistent solution was to remove the jenkins.security.QueueItemAuthenticatorConfiguration.xml file before starting Jenkins. That removal was hinted by an article related to a similar message in Jenkins 2.249.1
I don't understand the root cause of the issue but have seen descriptions of the symptom.

This can also be resolved by uninstalling the authorize project plugin if you aren't using it
from configuration-as-code-plugin.
