As of 01/15/2020 and the latest edition of everything related, we see still see this problem.
At least on certain repositories with "massive and complex" histories and a large number of pull requests.
If we take the fetch command generated by Jenkins, and with the proper credentials, the missing revision is found when we execute manually.

Not sure if it was the cause, but maybe it helps: Could it be caused by force pushes to the repo/branch? The original error indicates that the revision does no longer exist in the repo. This frequently happens with git force pushes re-writing history.
