I don't think GitHub Pages even uses the --watch
mode.
Loosely, it just builds the given source files and serves the generated contents via its own server. A new build is triggered only when a new commit is pushed to the repository.
Why do you think GitHub Pages is regenerating your site every now and then..?

@blairrorani Do you have livereload: true
set in your config file? That may have inserted a livereload.js
in your built site's directory.
Apart from that, Jekyll does nothing to refresh your views.
Either ways, its neither Jekyll nor Jekyll Watch that's at play here.
However, I'll leave this ticket open for the time being..

I just realized that your emails included the URL to your site (http://blair.rorani.com/) in the signature.
On inspecting the HTML source-code of a page, the following came to my notice:
<meta name="author" content="Blair Rorani">
<meta http-equiv="refresh" content="30">
The last line is an instruction to the browser to refresh the contents of the document every 30 seconds..
