I have similar problem. The first time imported a whole site from one website 
to 
another one, there is no problem, everything was imported. However, after I did 
some 
changes (e.g. deleted some pages) in the new website via Google sites, I can no 
longer import anything, which imported before, to the new website via this tool.

Any restriction by the revision history?

This just sounds like an issue with bad labels on the buttons.  If you want to 
download 
your site to your local machine, "Export" is the button to use.  When you click 
"Import" 
the application is interpreting it as you asking to upload an empty directory 
to your site.  
We should probably issue a warning if the directory is empty…
