add initialCamera orientation for each working dataset about jcu-maps HOT 4 CLOSED

Ok this is possible with Dan's latest findings in $some_issue.

• Need to implement for each dataset:
• Valid: initialCamera isEnabled url and whatever else

Also need to go over the other possible values for a dataset. Check out https://github.com/rsignell-usgs/ehzrap/blob/master/testing/mwra.json or the URL start values for examples like "url" and "isEnabled".

When I added these initialCamera values to a dataset it doesn't seem to actually change the camera upon loading the dataset... either I mixed up or not intended usage that way. But it must be intended usage...

Upon rereading TerriaJS/terriajs#1624 I'm not sure initialCamera is actually intended to be a camera position for each dataset but rather for a individual init.json file...
Notice kring says "upon init load". So if true I have to make an init for each group/distinct location. Not so bad really. Confirm? @DanielBaird
