No, it's not you. The issue is flatpages use a middleware to catch a 404 and see if there's a flatpage for that URL. Other middlewares (read: debug toolbar middleware) isn't run on the resulting response. A variation of this is tracked in Django http://code.djangoproject.com/ticket/6094

I am able to see django debug panel even on flatpages. Maybe the issue is with middleware order? DebugToolbarMiddleware should be before FlatpageFallbackMiddleware as any other middleware. It is easy to oversight this if some variation of "local_settings.py" pattern is used.

Big help, Put the Django toolbar in 1st on Middlewareclasses, now it works fine all over
