I think that you mean that the report should be accessible by JIRA system
administrators only (and not administrators). And I will look how to do this.

Fixed in trunk of svn and ready for next release (v1.15). The report will be 
visible
only for JIRA administrators (permission needed is jira system administrator to 
be
exact which is ok for the administrators group by default)

We tried version 1.49.0 and we managed to access the "monitoring URL" without 
any account (we were not logged-in). Both on Jira 5.2.11 and 6.1.7. Is it a 
regression?

I do not reproduce that, using JIRA 5.2.10 for example.
Do you use the system property "javamelody.plugin-authentication-disabled" and 
have forgottent about that?

Sorry for this late reply... I though I would have been notified after your 
answer... but I didn't. I don't know exactly where I would have used (and 
found) the property but I don't think I did. I don't have any similar property 
at the system (OS) level.
