Can't you just like interface with Doxygen for example (just mentioning Doxygen, because you did) ?
I've never personally used Doxygen for my code, only Javadoc, but at least to me it looks just as good as Javadoc does.

Doxygen's pretty heavy-duty and would be an onerous third-party dependency. I could make the syntax a proper subset of Doxygen so that the comments could be passed to Doxygen for processing if someone wanted to, but just have my own doc comment processing that works without it.
