For the time being I would say yes. For the time being I would say consider looking at and supporting LiSpeak.

It is based on palaver and the main developer was a long time developer of palaver.
I still plan to work on this again, but don't hold your breath.

If you are letting it go, could you please provide some more complete documentation so I can begin trying to revive this project? I would greatly appreciate it, and I promise to buy you a beer if you're ever in SF.
