As a starting point you can take a look at the LSP Support chapter of the Xtext documentation.

this plugin is just an (poor) example on how to package xtext for vscode with gradle
i dont know of a vscode plugin that generates a stub for an xtext project
so simply create the vscode extension and package the xtext stuff so that you can start it as ls from there
