I came here experiencing the same error from the salesforce CLI. I'm using the terminal in vscode.

@trv-bsahoo2 we fixed the bug causing this error, it was caused by the Salesforce vscode extensions and we also updated our libraries to prevent this from happen with other tools:
forcedotcom/cli#2483 (comment)
