Afaik, Kwin doesn't support workspaces per screen. Correct me if I'm wrong.

But you know it is possible to have different labels on different screens. For this use the custom labels feature.

@ishovkun frankly, I do not know, what KWin supports.
I use KDE with i3. With i3 taglist shows workspaces from all screen, while i3 allows switching workspaces separately. This causes all sorts of inconsistencies between what taglist shows and what is going on actually.
I'm not familiar with APIs KDE provides. If KWin doesn't support workspaces per screen and taglist is bound to KWin through APIs it uses, then we can conclude, that it is not possible to implement the feature request in taglist. I guess in this case, I'd need to implement different model for taglist that relies on i3 ipc.
