@mattherman Is this still happening?
I can't seem to recreate the issue on Windows or MacOS with either Fornax 11.0 version used locally or latest 13.1 used globally.

I'm not sure. I tried to reproduce on my Windows machine and ran into other issues now. When I run dotnet tool restore it says both tools were restored successfully, but then running dotnet tool run paket restore I get an error saying I need to run dotnet tool restore first. The only thing that has changed as far as I can tell is that I now have SDK version 3.1.401.
When I run through these steps on my Debian machine (with the same SDK version) it works fine, including the subsequent dotnet fornax watch.
I'm guessing something else is wrong with my Windows machine so this issue can probably be closed.
