Not sure about the migration being commented out but I'll check in a fix for the error.

I want to add automatic setup and update of database but it's not done yet

I'm not sure the Docker file needs to run artisan migrate. When the setup screen is completed the app should automatically initialize the database. It uses a SQL file which is much faster than running the migrations.
