Thanks for reporting this issue! I've just added a converter-plugin framework that should make it fairly easy to add custom input filters.
If you install gem version 1.3.8 you can now simply subclass BibTeX::Filter with a class that must implement an apply method that converts a single argument. By subclassing from Filter, your class will be registered and you can then simply make conversions of Value or Entry instances using the name. I'll add examples to the Readme shortly, meanwhile you can take a look at the converter tests in test_value.rb and test_entry.rb.
Since a LaTeX decoder is probably useful by itself, I'll move the decoder to a separate gem and then add a filter for easy conversion to bibtex-ruby in version 1.3.9.

Added a LaTeX filter in 1.3.9 and some examples to the Readme. Please let me know if you have any question about adding your own filters (perhaps we could add a how-to to the wiki?).
Meanwhile, I've created the latex-decode gem; if we base this off the latex-decode perl module we should be up to speed fairly quickly.
