I found out why it didn't work as expected on my side. The tags property will not override existing tags. I tried to change the override, but I should have first dropped the existing destination.

This will work as expected:

[[aggregators.final]]
  tagpass = {"destination"=["high_freq"]}
  tagdrop = ["destination"]
  tags = {"destination"="low_freq"}

  period = "1s"
  drop_original = false
  keep_original_field_names = true
  output_strategy = "periodic"

I just found some code that indicates it should already be implemented globally, I will investigate further why it is not working in my case.
