Some quick thoughts:

to_kafka - I would like this out of scope, we have a to_kafka in place already but it is not a general purpose Kafka writer so its utility is quite low. It is specific to how we write to Kafka for InfluxDB, but that is accomplished via the to_influx output. Which makes this redundant and therefore extra surface area to cover to provides little value. In short I suggest we do not document the existence of this function.

histogram - there are two histogram functions already, what is the question?

schema_functions - there are four of these functions, keep, drop, rename and duplicate.

interpolate/fill - nils are not useful unless we have a transformation to fill interpolate them away. influxdata/flux#436
The "Days of week" and "Months of year" are easy to add, but they do not have any utility unless we add some time functions to extract those values from a time value. For example unless we have a function weekday(t: 2018-10-10)
that returns the day of the week, the constants have no use. Should we add these time functions to the scope? They are small.
REPL? I do not see anything here about requirements on the REPL, we have this umbrella issue influxdata/flux#50 It would be good to get concrete requirements.
