The reason is the region. It looks like the sdk doesn't provide this indication and we don't handle this case properly

SUMMARY:
- Updated to iOS 13.5 immediately before downloading Immuni
- Airplane mode activated, wifi and bluetooth enabled
- Language set to UK English, region set to Italy
- Apple account is UK
- Pop-up giving me the option to enable exposure notifications never materialised
- Also tried it with language and region set to Italy, with the handset turned off and on. No change.
THE FIX
- Deactivated Airplane mode
- Launched app
- It worked!
