I'm not able to reproduce this on http://sassmeister.com/ (choose LibSass 3 in the settings). Are you sure this isn't related to something else? Does harp use autoprefixer?

This is truly strange. I reduced the SCSS to just the stuff posted above (removing all compass @imports), and still get the bug. So it seems fair to say this has nothing to do with your module at all. I'll do some further testing and see if I can track it down.
