Not sure I understand - do you have more details how to reproduce this?

Create 2 WS Federation enabled sites I just used the demo in the clients project as a template with SelfHost (InMem with WS-Fed) as the identity server.

Now if you log in to site1 then navigate to site2 claims you will see Site1UserId instead of Site2UserId
if you log out on either site and then log in to site 2 then navigate to site1 you will see Site2UserId on Site1 and Site 2

I figured it out. I had both sites on localhost. once I set up each site on a separate domain it worked fine.
