There is a well-known bug in ASP.NET with OWIN/Katana. This has been discussed before - search the archives. Also, check the codeplex issue tracker for Katana.

It has to do with ASP.NET and OWIN cookies overwriting one another.

changed to add cookies to IOwinContext consistently through whole project gets around the well-known bug
