Some answers (hopefully):
- That is the current behavior, whether or not it is correct.
- In an ideal world, I think it would be desirable, but I'm not 100% sold on the safety of doing so, at least without a major backwards-incompatible revision. And, worse, that revision would likely seem to be compatible until you had subtle timezone bugs. There are too many ways to construct
AS::TimeWithZone
objects that don't actually set the timezone correctly that work just fine for many apps' use cases. - Yes, I believe that should work as a matter of course.
