I think I figured this out.

The default minimum log level for ILoggingBuilder is Info. So it seems like any log messages that are logged at a level below Info don't even make it to the log4net provider. I modified my code to set the minimum level to Debug. Then I can successfully change the log4net level down as low as Debug. This is what my BuildWebHost() looks like now in Program.cs.
