I think I figured this out.
The default minimum log level for ILoggingBuilder is Info. So it seems like any log messages that are logged at a level below Info don't even make it to the log4net provider. I modified my code to set the minimum level to Debug. Then I can successfully change the log4net level down as low as Debug. This is what my BuildWebHost() looks like now in Program.cs.
public static IWebHost BuildWebHost(string[] args) =>
WebHost.CreateDefaultBuilder(args)
.UseStartup<Startup>()
.ConfigureLogging((hostingContext, logging) =>
{
logging.AddLog4Net();
logging.SetMinimumLevel(LogLevel.Debug); // The ILoggingBuilder minimum level determines the
// the lowest possible level for logging. The log4net
// level then sets the level that we actually log at.
})
.Build();

Thank you @murraywsmith by your feedback.
Can I assume that your issue is solved using this tweak on BuildWebHost method?
