command (Windows などでは Ctrl) + MouseOver を行うと Javadoc が先に表示されるせいで, "Open DMDL" のあるメニューが表示されないようです.
Javadoc の表示を遅らせる方法を探したが, Eclipse の設定ではできなさそうでした.

回避方法として, command を押しながらエディタ上の適当な箇所をダブルクリックして Javadoc が出ないようにし, command を押したまま MouseOver するとメニューが表示される. (ことを発見した)

Editor > Keys で DMDL を検索すると "Open DMDL" が見付かり, デフォルトでは「Shift + F3」に割り当てられているので, これを使用することで DMDL を開くことができた.

上記手順で機能を使用することはできるようになったが, 理想としてはコンテキストメニューに "Open DMDL" メニューが出てきて欲しい. さらに位置は "Open Declaration F3" の直下にあると嬉しい.
