Always getting an KeyError when trying to scale down to 0 workers about heroku.py HOT 4 CLOSED

Well I made a work around using the following code to scale processes:

In [4]: cloud._http_resource(method='POST', resource=('apps', 'appnane', 'ps', 'scale'), data={'type': 'processname', 'qty': 1})
Out[4]: <Response [200]>

In [5]: cloud._http_resource(method='POST', resource=('apps', 'appname', 'ps', 'scale'), data={'type': 'processname', 'qty': 0})
Out[5]: <Response [200]>

Hey @samos123 , I believe I have a fix for this in #20 - see that ticket for a description of the problem and my test case. Feel free to try patching locally and see if it works for you too :)

I'm not using this anymore though, so if I have some time I will give it a try, seems Heroku isn't really maintaining this a lot.
