@pedro This message is a little different than the usual confirmation message. We are moving towards killing verification/confirmation as two separate steps. Instead we just ask people for their credit card and link to why (also note that we changed the route from http://heroku.com/verify to http://heroku.com/billing). Hopefully this is just the first message formatted like this and every other paid action will follow suit.
