The server part is there only to access the file system.

Run npm i
in the root, packages/cli

directories (here is a command for that: npm i && cd packages/cli && npm i && cd ../server && npm i && cd ../client && npm i && cd ../../apps/dev && npm i && cd app && npm i && cd ../../..
)
Run npm run link
in the root directory.
Run npm run dev:core
in the root directory.
Run npm run serve
and npm run dev
in the apps/dev
directory. You may want to use two terminals for that.
You can now open the link given by ViteJS to view the live app using Hero Engineer. 🎉
