Bug 46 has been fixed (it was a Vista issue, and form dragging has been greatly
improved now using an alpha blended form).
You can save a given layout as a debug layout and PyScripter can automatically
switch
in and out that layout when you start/finish debugging. Have a look at the
help file
under topic "The Main IDE Window", "IDE Window Layouts"

That's somewhat helpful, but the case I was describing here is rearranging the
tabs
*during* debugging. I often want two tabs side-by-side depending on the nature
of the
problem I'm looking at. I realize this is probably a rare workflow, which is
why I
thought an unobtrusive keyboard modifier would be the best UI.
I think the real issue actually is that once a palette is floating, getting it
back
in the tab strip is very unintuitive: you have to drag over a very thin strip
at the
top of the panel window. Contrast with Visual Studio (2005), where you just
drag the
floating window back to the appropriate position in the tab strip.
