Actually, it is very useful to have the callback inside NetworkDescription because that way it can be referred to in a use of reactimate, which can only be used inside NetworkDescription.

In particular, I make use of it in lines 174-193 in the code below:

The background you need to know is that alongside the reactive network is a separate worker thread that chugs along and occasionally peaks at its request queue; in a sense, the role of the reactive network is to act as a mediator between an external source of requests and the worker thread. The code cited above takes an incoming request and executes an IO action that adds the request to the worker thread's queue; it needs access to the callback functions so that it can include them as part of the request, to be called after the worker thread has satisfied the request. It also needs access to a callback function it can use if the worker thread has died so that it can report that the request was not received.
