What you observed is the expected behavior of the current release. I merged (experimental) support for GIF files a while ago but never got around to properly test and release it. If you want to give it shot, you can switch to a master-Build using Jitpack:

repositories {
    ...
    maven { url 'https://jitpack.io' }
}

dependencies {
    ...
    //implementation 'de.hdodenhof:circleimageview:3.1.0'
    implementation 'com.github.hdodenhof:CircleImageView:master-SNAPSHOT'    
}
