For the last step "Move Regierungsbezirke, Kreise, Gemeinden etc. under 05", we just have to add
skos:broader nwbib-spatial:N05to the seven Regierungsbezirke and Euregio and create a new entrynwbib-spatial:N05withskos:prefLabel "Regierungsbezirke, Kreise, Orte"@dewhile moving the existingN05tonwbib-spatial:N04".

05 Westfalen -> 04 Westfalen
91 Euregio -> 91 question (We will have to ask editors about the new notation)
