I've spent some time on this, but to get this working requires some modification to hsc2hs. It needs a different way to determine whether a value is a constant or not. It's currently detecting syntactical constants by trying to use them as an array index. Instead it should go for a foldable constant definition. Using either a compiler building such as __builtin_constant_p() or by instead assigning it to an enum and see if the compiler can fold it to fit as an integer.
With one of those two constant checks this format should be accepted for cross compiling.
