Unfortunately, "Non-Prosecution (不起訴)" is NOT "no-crime (無罪)".

In this case, the prosecution decided "Suspend an indictment".
The prosecution still think "alertloop is crime", but suspect is reflecting on that, so the case was closed.

This means there is still possibility someone will be arrested again for alertloop.
