no way.
iam just using the php index process like phpstorm did to recognize classes an so. just try it without cache clear :)
next time phpstorm is in index mode, annotations are detected. i havent tested when this index event started, but eg newly/edited files also fire this event...
it would be nice if you do some tests around this and provide some feedback...

When you enable the plugin there is a requirement to do so. If its not needed then why the label contains the message that you have to invalidate cache?
