Global CPU usage is computed first, then all process CPU usage. So the second can differ from the first (should be a pretty small diff). The reason is simply because we don't stop the computer at a given point and same "give me all CPU information", we compute them one by one. And also, computing these CPU usage is also impacting global CPU, etc. Lots of fun. :)

It seems that when the CPU usage of some processes increases suddenly, the difference between the two is more obvious.
